I got error 'bad request'

I use Outlook 2003 on Windows XP.
I use can use with POP3 Email.
But I can't use with Hotmail (Http).
When I click 'recieve' Hotmail account, I got error
message :

reported error (0x800CCC31) : 'The server did not
understand the request. The server reponded 'Bad
Request'.'

I try another account , it works.
but I try another Hotmail account , it doesn't work.

I connect by LAN with proxy.
Can proxy make this problem?

This can indeed be a problem; this allows the proxy admin to block specific
sites and ports and thus block succesfully configuring a Hot mail account in
Outlook.
