Well for a start, there's no such thing as SP3 for Windows XP, so I'm hardly
surprised you can't validate a non existent product.

The latest Service Pack for Windows XP is SP2. There is no SP3. Please
double-check and clarify exactly what you did.

You "... formatted your PC ..."
Does that mean you booted up with the Windows XP CD in the CD/DVD drive, and
when it asked you to "Press any key to boot from CD..." you did. You
followed the directions until it asked you where to install Windows XP and
you chose to erase any existing partitions, create a new partition (or two)
and install on the first of those partitions?

You used "... windows xp sp3 build 2 ..."
Does that mean you decided to integrate some 'hacked, non released to anyone
by Microsoft but this site claims they have it' Service Pack 3 into your
Windows XP CD and then - for whatever reason - decided to format and install
this on your production computer system?

I figure that you got the illegitimate Service Pack 3 from here:

Or someone got it for you or placed it elsewhere on the web.

That is by NO MEANS even a preview to SP3, in beta or any other form. Read
up on what I discovered about this site and their "SP3" here:

Microsoft does not plan on releasing an SP3 for Windows XP until,
"... SP3 for Windows XP is currently planned for 2H 2007. This date is
preliminary ..."

So - one of your problems just may be that you have used someone's idea of a
joke to format and install your system.

I would try and use your original CD to format and install your system.
