I purchased Office Professional 2003 through an associate program from my
employer. It was downloaded legally and I have access to Word, Excel, and
Powerpoint. However, I can't open up Outlook. When I re-boot, my PC allows
me to open up Outlook in Safe Mode only. How do I correct this problem?

I know of no legal way to purchase & *download* Office. Unless it's an MSDN
subscription ISO image, but that isn't for production use. Are you
absolutely sure about this?
Regardless, check your mail profile settings in control panel. Maybe create
a new profile.
Actually, according to a Microsoft newsletter that I received last night,
you now CAN download Office as a 30-day trial and, if desired, purchase it.
