I don't know what to do....

I don't know whay exactly happened, but whenever I try to move or delete
something into the recycle bin, it's just deleted from my computer. and when
I go to the properties to change it, it only has the "Global" tag, but it
used to have two. It'd be really great if there's someone out there that
knows how to fix this problem and it'd be really awesome if that reply came
soon. I appreciate any help that can be given
