I do not have a digital ID, why?

I have been using Outlook Express for 10 years or more. Now today I cannot
use it because a message comes up that the message cannot be sent because I
do not have a digitl ID - nor does the person I am sending the message.

PLEASE tell me why this has just surfaced after many years of using Outlook
Express.

look on the toolbar - near the end there are two envelope icons with a
ribbon or lock icon. Are either pushed in? if they are, you'll have a ribbon
or lock on the far right across from the address fields too. Press them
again to disable it.
