i ccannot configure

i a working one company. i hve been configuring our internal mail on outlook
but some system making problem. that system showing message "The section
could not be completed.the connection to the microsoft exchange server is no
available.out look must be online or connected to hte complete action" when i
configuring exchange. that time i am configuring pop3 account . pop3 account
working properly but i cannot load address book. please help tome . your
kindly anticipation timely appresiable.
