I can't uninstall any programs, and no add ons will work in IE

Help I recently had a verizon tech out to my house to replace a bad router
now Flash and Java will not work in IE, plus my uninstall programs will not
even start to uninstall anything. I click on the program I would like to
uninstall and it does nothing. This was an upgrade from xp media center HP.
The system recovery console won't even start up. It appears that I have been
completely locked out of the administrator account except that all I have is
a Guest and an admin. account.
