I cant send e-mails

I live in Mexico. Sorry for my bad Inglish.
I'm using Outlook, I can recibe e-mails but I can't send
or replay e-mails. What can I do?
My POP3 and my SMTP is correct, I wish.

Who is your ISP. What is the error message that you are
receiving?
 
On the server tab of your account properties, ensure that you have the box
checked for "My server requires authentication."

Swen virus, all e-mails sent to my actual account will be deleted w/out
reading.

After searching google.groups.com and finding no answer
