I can't send but can recieve messages in Outlook

This is the error message I get when Outlook tries to send/recieve emails:
Task 'Noel - Sending' reported error (0x8004210B) : 'The operation timed out
waiting for a response from the sending (SMTP) server. If you continue to
receive this message, contact your server administrator or Internet service
provider (ISP).'

This is strange, because I can recieve messages but can't send them. I can
also send emails via my other web-based email account (excite.com) Any help
out there?

Three main causes: 1) scanning outgoing messages with antivirus program 2)
send/receive and/or server timeout values are set too low 3) failure to
authenticate properly to the outgoing server
