i cant send any messages!! help!

i've created an outlook express account and whenever i send a message an
error will come up. and i cant send any messages

this is the error:

The host ''mail.optonline.net'' could not be found. Please verify that you
have entered the server name correctly. Account: ''mail.optonline.net'',
Server: ''mail.optonline.net'', Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 11004, Error Number: 0x800CCC0D
