I can't get Heading 2 to restart after Heading 1

My Heading 2 won't restart to appear as (a) instead of (c) in the example
below, even after I have selected (c) and clicked Restart Numbering).

1. This is my text.
(a) this is my text.
(b) this is my text.
2. This is my text.
(c) this needs to be (a) instead of (c)
