A do-it-yourself quickie if you have program like Visio:

1) In Visio use the page setup (File menu /Page Setup item/Drawing
Scale tab) "Custom Scale" option to set a custom scale of 1in = 1in
2) Create a ruler in Visio that looks like the one you want
-- for example
-alternating grey/white rectangles of an inch each
-or a horizontal line with cross marks at intervals you need
3) Select your entire drawing (Ctrl+A)
4) Use the Visio "group" selection (under the shape menu) and
cut/paste the ruler into Excel as an object
5) when you print from Excel, make sure the page setup is set to 100%

Unless you resize the object after you've pasted it into Excel, it
should be immune to changes in Excel column widths.
