Word 2003 ruler format not changing

I have Word 2003 w/SP1. The vertical and horizontal ruler format is displayed as numbers from 2 to 60 in any view, including the Print view. I need to chage the ruler format back to "inches". I checked the Tools>options>general--> the Measurment units say "inches".

Please HELP!!!!!
