I can't delete a file!!!

i downloaded a video file and now i want to delete it
BUT it says another program is using the file (which is not true
i tried restarting the computer and it still doesn't work!!
i can't delete the file, what do i do??? is it a virus (mcafee didn't notice it in the virus scan)?
HELP!!!!!
 
Try to delete it in safe mode (Hit the F8 key when Windows starts to
load).

Or maybe renaming the file extension E.G. Movie.avi/mpg/mpeg/mov to
movie.txt then try deleting it?
