I can't burn any kind of CD.

This is a brand new Acer business desktop.....

When I try to burn a .qbb (Quickbooks) file to a CD, I get this message in
windows "The disc in the drive not a writeable disc or it is full"

On the free CD burning software (NTI), I get this error when trying to burn
this data "The layout type is incompatible with the target disc type"

I tried a maxwell DVD-R and I've tried a fujifilm DVD+R from 2 brand new CD
spindles.

What do I need to do to get this data to burn...or anything to burn for that
matter.

Instead of a DVD-R, have you tried a CD-R or CD-RW?
CD-R Drive or CD-RW Drive Is Not Recognized As a Recordable Device
