I can't access the 'Internet Options"

All of a sudden when I try to access the Internet Options, nothing happens.
Well there is a quick little movement on the screen, but that's it. I've
tried using the Control Panel, the Run command, and the drop-down Tools menu.
HELP!

Are you able to access Internet Options in Safe Mode?

Also, do you run Spybot Search & Destroy by any chance?

What happens when you log in as Administrator?
 
No, I can't get in thru Safe Mode either, or as Administrator. It's just
weird, everything else is working fine. No, I don't run Spybot. Any other
suggestions?

Open a run Command and type in:
gpedit.msc click [OK]
On the group Policy locate this option under:
[&] User configuration
[+] Software Settings
[+] Windows Settings
[-] Administrative Templates
[-] Internet Explorer
[+] Application Compatibility
[+]Internet Control Panel
[ ] Offline Pages
[ ] Browser menus = Look in the right Pane/Window for this Option:
[$]Tools menu:Disable Internet Options... menu option.
Make sure this not Disabled for your account by double clicking it and see
the settings there.
Note you can do any changes unless you are logged as administrator and only
available on XP pro not XP Home Ed.

Another the registry by opening a run command and type in:
regedit click [OK] and on the Registry editor locate this Key:

[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
= NoBrowserOptions
Edit if the IE Option is set to 1 set it to Zero.

[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\RestrictCpl
= Delete this Entry if it there: "inetcpl.cpl " <= Delete this.
Close the Registry and Reboot.

No options appear under Settings on the Advanced tab of the "Internet
Options" dialogue box in Windows Internet Explorer 7

What version of IE are you runing?

Do you have XP Pro or XP Home?

Why do you want to access Internet Options? (Regardless, you should
always be able to access it, I know.)

What is the malware status of your PC?
