I can't access programs

I have a 3 year old dell pc with XP (and a year or so I downloaded
service pack 2)
A couple of weeks ago a problem occurred. Everytime I try to access
programs including the BT Yahoo! Broadband, I get a box on screen

Open With
Choose the program you want to use to open this file:
File: ybrowser.exe (I.E. In the case of BT Yahoo! Broadband)

Has anyone any ideas, with this problem also, when I go into the
CONTROL PANEL and try a System restore I get the same thing with

File:rstui.exe

There is a list of recommended programs but I cannot understand what to
do.

I have seen some other messages that seem to tell me that there is a
file missing...
C:windows\system 32\rundl32.exe
But I'm not sure

But no luck
I downloaded the rminstall program to a temp file and to my desktop and
tried to run it
I got

C:\docs and settings\Tony\Desktop\rminstall(1).exe
Application not found

I've tried a few other registry repair program as well but to no
avail.

I believe I can't open any exe files

What els can I do???

You're a genius

Thanks very much, I followed the instructions on the site and it fixed
the .exe problem.

If I hear the name Welsey being called at the pub, I'll approach and
buy him a drink
