I can't access DOS

I like others have gotten the Stop: c0000218 {Registry File failure} The
registry Cannot Load The Hive (File): \SystemRoot\System32\Config\Software
error. I was able to get to the recovery console and I was trying to fix it
in DOS, but I left DOS before it was completely fixed and now it requires an
administrator password which I never set up. Is there any way I can bypass
this administrator password in order to get back into dos to repair the rest
of the problem?

You could try clearing the password with this

Repair process routinely asks for Admin password but it is not required to
proceed.

Hitting Enter doesn't help me and so I still can't past the Administrator
Password section of the Recovery Console
