I cannot access files after reinstalling XP

I have one hard drive (160GB) and two partitions on my computer. Windows
XP(SP2) start running slower and slower so I was forced to reinstall Windows
XP. Before reinstalling I was saving some files in the second partition.
I was reinstalling XP in my first partition, now is working OK but I cannot
access the files that I was saving before reinstalling in the second
partition. If I use Windows Explorer it seems that the second partition is
empty and if I use CHKDSK on DOS mode the files are there but I can not
recover them.

Can you guys help?

What do you mean "if I use CHKDSK on DOS...the files are there"? You
can't see files using Chkdsk. It sounds like somehow your second
partition got messed up when you reinstalled Windows, or perhaps the
slowness was really that your hard drive (or other hardware component)
was failing. There's no way to tell from your post.

I would boot with a rescue system such as Knoppix or a Bart's PE to see
if the files appear there. If they do, back them up to removable media
and then format the second partition.

If a Bart's or Knoppix can't see the files, you can try data recovery
software.

Both partitions are the same (NTFS).
I took owneship of the second partition (in safe mode) and now using Windows
Explorer I can see MSOCache folder in the second partition.

With CHKDSK/V I cannot see the files but it tell me how many files are in
the second partition
