Frank
Thanks for having me take a harder look at what was happening. It seems 1
email message was creating the problem, when i deleted it from the Outbox the
error message went away.

You could at least have included the answer to my question:
Are you away from home when this happens.

Your error is NOT the same as issi's.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no protection not provided by the regular
resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled. The latest version of Trend's
anti-virus seems to be causing problems too.

As a test uninstall Kaspersky, reboot, then try Windows Mail again.
If no improvement, you can always reinstall Kaspersky.

Incidentally, yiddishexpress.com is not an ISP, so who is your actual ISP?
They may be blocking port 25, as explained here:
http://www.postcastserver.com/help/Port_25_Blocking.aspx

What you are experiencing is normal. For a fuller explanation see
http://www.postcastserver.com/help/Port_25_Blocking.aspx

As a general rule, the owner of the SMTP server must be the same
as the provider of your Internet connection.

The available workarounds are as follows:

1. Use webmail for sending (via your browser).
2. Substitute the SMTP server belonging to your away-from-home connection.
This is a bit tricky, but if you want to go that route, I can provide
more details.
3. If you frequently send from multiple locations, get a free Gmail account,
configure it for POP access, and use it for your sending chores.
Gmail uses port 465 for SMTP, which is not blocked like port 25 is.
