I can receive but not send from Outlook

I can receive but not send from Outlook. I do not get an error message. The
test button in set-up gives a message that send was okay and the test message
ends up in Outlook Express Inbox. I have no SPA requirement. Set up is
exacly the same as Outlook Express account.???

The most likely cause is failure to authenticate to the outgoing server.

Don't run OE and it won't download the mail.
Set up is exacly the same as Outlook Express
account.???

Try inmporting your OE account settings into Outlook once. Tools>Import and
Export>Import Internet Mail Account Settings.

I imported the settings from Outlook Express. Which made them just the same
as they were. Outlook will not send. No error message. OE sends. Test
button in Outlook set-up says it sends. Test message received in both
Outlook and OE. New message created in Outlook and sent just sits still in
Outbox. Outlook sends test messages out of set-up but does not send messages
created in Outlook. No, it is not authentication failure.

Could you turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and post
the OPMLog.log file after you try sending?
