Can receive but cannot send from Outlook

I don't get any error message. My outgoing mail just sits in the Outbox.
Everything works fine from Outlook Express and the accounts are set up
exactly the same (yes, I more than double checked), my server does not
require SPA. I can receive. When I use the account setup wizard and click
the test button I get the response that all features including send have
checked out okay.
 
What version of Outlook are you running? (I'm going to suggest that you turn
on diagnostic logging to see if we can determine what is going on since
Outlook should throw some sort of error message when it can't connect to a
SMTP server.)
