i can not send or recieve mail

I have not been able to send or recieve mail in outlook since 12/31. My isp
is charter.net, I have broadband service. They suggested that I try
deleting outlook and reloading it. Or just try using mail.charter.net.
There was also a suggestion that Norton had somehow blocked Outllook.
 
Please provide the following information:

1) Version of Outlook
2) Any error messages and/or numbers
3) Any troubleshooting you have performed

What happens when you try to send/receive? What changed between 12/30 and
12/31? Are you running more than one firewall (ex Windows and Norton or
ZoneAlarm)? Is your antivirus set to scan incoming and outgoing mail (if so,
disable that, it won't compromise security)?

2.no error messages (there were some in the beginning but none now)
3. Charter suggested that I
netsh(enter)
dump (enter)

that I go to the tools menu and change in the advanced area change
incoming server to 110
outgoing to 25
timeout to the longest

I have Norton and a router
Nothing changed between 12/30 and 12/31
I have disabled the anti-virus scan and it didn't help. After about 25
minutes, there were 2 "receivng" in the detail box
