I can not send mail with vista

Number: 0x800CCC0B
I can receive, not send. I am using Norton as my anti-virus. My desk top
uses the same ISP and the same account name, running XP, I can send and
recieve on that system. No system changes made other than turning off the
out-going message scanning.
are there issues with vista and norton?

Norton security products are among the top three troublemakers for
Windows Mail. Symptoms often don't surface until several months have
gone by, or until an update occurs.
First, be sure to disable its email scanning, for the reason explained here:

Disabling the Norton program is often insufficient. Do a trial uninstall,
followed by using their debris removal tool:

Instead of uninstalling your antivirus, another option is to upgrade to
Windows Live Mail, which is more resistant to the adverse effects of overly

I uninstalled norton using unistall program in control panel. Went to use
the debris removal tool. Which said it was expired. Followed their
directions for installing an updated version. I ran the updated program and
was sent back to the above website again. One big circle. I did try to send
emails again, still not working. I can send and receive from the webmail
service. Does Windows live mail work simular to windows mail? I might just
reinstall norton and then upgrade to live mail.

I suggest installing Windows Live Mail first. Then when you are satisfied
that it is working correctly, reinstall Norton, but be sure to notice if it offers
a custom install option where you can opt out of the email scanning module.
