i can not send mail to the hotmail

i recieve this :

we have a static ip.i dont think we are sending bulk mail to the
hotmail servers.i always check users .we just cant able to send mail
to hotmail...others ok

how can we understand that we are on blacklisted ?

my domain is "www.semahastanesi.com.tr"
