I can not find the rule to redirect email messages, I see the for.

I can not see the rule to redirect email messages, I can see the forward
email rule, but then the person recieving the email shows it from me instead
of the original mailer. Where is the rule to redirect emails?

That would be a server-side rule not an Outlook rule.

redirect is only supported with exchange server accounts. Forward as
attachment and they can see and reply to the original author.

another way - Redirect for Outlook add-in:

Adds a button to toolbar, and also have a custom rule for Outlook Rules
Wizard.

Support any type of account, including SMTP/POP3 and Exchange Server.
