I can no longer receive messages.

My Outlook 2003 is no longer receiving messages. It performs the
Send/Receive operation and does not find messages. However, when I check my
mail on the webmail service through Cox, I find that many emails have been
received. I have tested the account and Outlook sends fine but even the test
emails were hung up. All my settings are unchanged. My McAfee Spamkiller
also isn't catching any email, which leads me to believe the messages aren't
even reaching the computer.

Do you get any error messages when you try to receive? If not, could you
turn on diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and post
the OPMLog.log file after you try to receive?

This says your POP server is reporting no new messages. Your server is
telling Outlook that there's nothing for it to download. This is a server
issue and not an Outlook one, if you can see new messages on the server when
you look via a web interface.
