I Can No Longer access Internet Explorer 6...Help!!

For some time now, I get a "Cannot Find Server" message upon attempts to
access IE6. In the address bar, I constantly get the following address
listing:
res://E:\WINNT\system32\shdoclc.dll/dnserror.htm.
I can readily access Netscape and Mozilla, but never IE6. Any ideas would be
appreciated.

Since I loaded sp2 I am having similar problems, but it doesn't matter what
I try to access. I get the "Cannot find server" message. Any help from
anyone would be appreciated. I have tried to rebuild the winsocket as
suggested from another expert, but I get the message "winsocket reset catalog
command does not exist" we reset the ipconfig but that didn't help either.
The diagnostice equipment we hooked up shows the cable modem and cable access
are running fine. In addition, my computer shows connected at 100mbs but it
is losing over 50% of the packets. Looks like I'm an idiot for trusting sp2.
