Hyperlinks won't work without permission

I am running Win XP and have administrator rights.
However, if I click on any hyperlink within an email, I
get an error message that the "operation has been
cancelled due to restrictions in effect of this computer -
see your administrator".
All Win XP updates have been installed.

1. There is no "command" in the directory
HKEY_Local_Machine\Software\Classes\htmlfile\shell\open\co
mmand
2. I don't have another computer to import and export from
3. This problem only started when I upgraded to Outlook
2003 (last night). Nothing has changed in IE 6.0
4. The article you referred me to applies to Outlook 2000
and 2002, not 2003
