unblocking of email hyperlinks

When I click a hyperlink in Microsoft Outlook 2007, I receive the following
error message:
This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.
I'm running Vista Business.
I'm the system administrator; how do I fix this?

Well, its a thankless job, but nobody else will do it if I resign.
And, I've tried those fixes with no fix.
a) I have IE7 which does not have a Reset Web Settings button. I went to
the Advanced tab and tried the Reset Internet Explorer settings button, but
that did not solve the problem.
b) The registry key:
HKEY_Local_Machine\Software\Classes\htmlfile\shell\open\command seemed OK,
but I followed the directions and imported one from another computer anyhow,
and that didn't fix the problem.
c) I've tried various combinations of having IE as the default browser and
Firefox as the default browser with no effect on the Outlook hyperlink issue.

After all these and other "fixes", I have ended up restoring the computer to
its natal state, reinstalling Vista and, so far, pretty much all of the
software I had previously, and Outlook and email hyperlinks are still working
fine.
