Hyperlink problem in Excel

Click any of hyperlinks in excel 2003 or 2007 and receive the following
message:

This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator.

Problem persisted despite uninstalling and re-installing the application.

Would appreciate very much if any one knows how to resolve this problem.

Have got the same problem with Excel 2002 SP3 using Vista. Can't get to Web
with hyperlink in Excel.
