Existing hyperlinks no longer allowed in excel 2007

I have several files that have email, webpage and other types of hyperlinks
and none of them are being allowed. They were viable and now are not. The
error message is:
"This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator."
I have looked in all the places I know where to look for a setting to change
what ever is causing this and to no avail. Please help someone . . .
