how do i allow weblinks in received emails

Links to webpages are not allowed in my Outlook 2007?

When I click on a link inside an email:
"This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator."

I AM the administrator, and as far as I know, there are NO restrictions.
