HTTP 500 Error in XP using IIS 5.1 localhost

Having problems identical to those discussed in Knowledge
Base Article 297989. In summary: Just installed IIS 5.1
and when I attempt to open
http://localhost/localstart.asp get HTTP 500 - Internal
server error. System Event Log shows DCOM logon failure
unknown username or bad password. Unable to logon
IWAM_SERVERNAME in order to run the server.

As the KB artical explains, I run the SYNCIWAM.VBS script
and everything is OK.

The problem is that when I reboot the machine the problem
comes back until is run the script again! Something is
obviously resetting what SYNCIWAM does, either during
system shutdown or during startup.

Any help or ideas would be appreciated.
