IIS problem

For some reason my IIS is not working. It is unable to connect to web server
on a same computer system (i.e., http://localhost). Something is blocking
IIS from listening on the IP Address.

I am running IIS 5.1 on a Windows XP (Service Pack 2) with
Internet Explorer 6.02. I have two computers connected together
(peer-to-peer) via. ethernet connection LAN and both computers have dial up
modems.

Basically one system is a development system and the other one is a backup.
I haven't used my backup system for a few weeks, and now when I start IIS
5.1, I am unable to recognize html files located under C:\inetpub\wwwroot.
On my system this is setup as http://localhost.

This used to work just fine, but for some reason now web pages are not
serving from IIS. I have reinstalled IIS 5.1 and have the same problem. The
web server seems to be running fine when viewing the snap-in. I have
uninstalled anti-virus software just-in-case but still the same problem.
Everything seems to be configured the same as my main development system.

When I enter a local url (http://localhost/iistart.asp or anything else)
there is a long pause in the browser with the status bar moving slowly until
it finally displays a message "Web page unavailable offline" or "Cannot view
web page".

For some reason, it just doesn't seem to be able to connect to the local
webserver. It used to work just fine. The only thing I have done with this
backup system recently is download some Windows XP updates via. automatic
updates.
