HTTP 403 (Forbidden) on all pages

System: P3 800 Mhz, 128MB RAM
OS: Windows 2000 SP4
System is on a Domain.

This is a PC I am cleaning previous user data of for training in company. I
have 7 out of 8 working in the same area. This last one gave me problem.

I first started getting the error as I was trying to run Symantec
Liveupdate. Later I noticed no internet connection outside of network. I
kept on getting the HTTP 403 (Forbidden) message when I tried to access any
sites (including Windows Update, Microsoft, Google, Yahoo).

Things I have tried:

Access to Domain works - I can install programs by pulling them off from
server that it is logged into.
TCP/IP Settings - Matched a working PC (DHCP enabled) with the same set up
on the same Domain. No duplicate IP addresses.
Hosts File - Contents matched working PC
Local Security Setting - Settings matched with the working PC
Ping Loopback - Response received
Ping another PC on Domain - Response received
Ping DNS - Response received
Ping Gateway - Response received
Ping www.yahoo.com - Request timed out
Ping www.microsoft.com - Request timed out
Tracert www.yahoo.com - Gateway returned response, timed out the next step
Re-installed W2K SP4
Re-installed IE6 SP1

I am running out of ideas. Any suggestion would be truly appreciated.

Hi,
=> Try to renew your CA or edit for the IIS to accept this Certificate and
let you have access to the web.
Read this KB will be much of help to you:

=> Another thing to look for is to disable/Remove the SSL from the IIS
Manager.

=> If you have a MS Exchange try this HKEY;
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\MsExchange Web\OWA
click Edit on the menu and point to New and click DWORD Value and type in the
Value Text input; EnableFreedocs, you can play with Numbers for
EnableFreedocs 0=to turn off 1=turn On and so on I forget what 2:3 do
now?.
Please try one step at a time if it apply to your Settings.
