http 403 forbidden error

I have a Windows 2000 computer that had a winsock error
and could not connect to the internet via my cable modem.
I fixed the winsock error with WinsockxpFix.exe. This
overwrote my registry files but also backed them up.
Since, I am able to get internet access (ie instant
messaging) but cannot open any web pages in Internet
Explorer. I downloaded the new service pack but am still
having problems. Any ideas?
