If I went the self build route re the mobo and chip which CPU do you think I can get away.

I will only watching telly/listening to music- no hard work for the CPU. The only requirement is that it runs cool.

Is it best to get a cheap CPU and pay a bit more for a fanless PSU.

if you plan on using it to record TV then you'll want a reasonable CPU, an Athlon64 3000 would be more than enough

fanless PSU may be a good idea but will it fit in the case? and you still need some sort of airflow in the case or you'll get air that just sits and gets really hot
