HTPC new build

I am thinking of building a HTPC using the following components.

Silverstone LC10M Case.

Savastores Mobo kit.

GTA black twin digital tuner card.

Win MCE05, Cyberlink V6.

I need advice on the two following components.

What is the best, and cheapest, passive graphic card I can get?. I wont be playing games- DVD playback only etc.

Second, the sound will be routed through a power amp and dolby decoder. Ideally I would like a Soundcard with twin RCA outputs instead of a headphone jack and splitter. Any suggestions?

i have a 9600SE, thats the only one i know of, most of the older cards should have passive coolers
