HTML attachments in Outlook Express

When I open an HTML attachments in outlook express 6.0, service pack 2, I get
only the HTML text, not the photos. Is there a setting that needs to be
changed?

Try TOOLS|OPTIONS|SECURITY... "block images..."

This is a new security feature implemented in Outlook Express - Windows XP Service Pack 2.
