How would I schedule an appointment for 4:45 in Outlook?

Microsoft Office Help is no help for my question, stated here: How would I
schedule an appointment for 4:45 in Outlook?

There are no answers. (When I ask about scheduling, I get ± 100 answers.) I
need an answer, especially scheduling an appointment off the hour or ½ hour.

What prevents you from scheduling an appointment for 04:45? Once you
have the appointment open, you can alter the time to anything you want.
If not, what version of Outlook are you talking about?
