Change your motherboard bios on the boot to boot your computer from cdrom.
Insert the cdrom and you can navigate your way through formatting your hard
disk before the install. Windows 98 will then be gone.

XP is a later version than Win98SE.So it will simply be upgraded; there
is no need to to uninstall as far as upgradation to XP is concerned.But

Honestly, and not to bust your balls, but if you have to ask this, then
you really don't have the computer skills to upgrade your OS on your
own.

Either do it as an upgrade, which I would suggest in the first instance,
or format the drive in the course of installing the XP. Either way run
the XP CD from the existing system, start install, and either leave
upgrade or change it to New install. In that case when it asks you to
confirm where, hit ESC, delete the existing partition and make a new RAW
one to be formatted at the next stage
