how to unblock received attachments

we are unable to open attahments on our computer in outlook. How do we change
our setup to allow all attahments to be available to open?

I had a similar problem. My message seemed related to security. While in
Outlook open Tool, then Options, then the Security tab. Under the virus
protection section uncheck "Do not allow attachments to be saved or opened
that could potentially be a virus".
 
That is OE, not Outlook.
