How to type address with latin alphabet using russian windows?

I am running russian windows 2000 and English Office 2003 professional. When
I want to type the address or the subject in Outlook, I am not able to choose
another keyboard but russian although no address would contain russian
characters on the web.
What should I do to remedy this situation and type address and object in
English/French?

Please see the explanation on the page (there example is opposite -
English Windows - but the cause is the same)
