How to turn on the disabled Encoding Menu under Format?

The Encoding Menu under Format Menu is disabled for me. Does anyone know how
to turn it on? I am using Word as Editor.
 
That is not a default menu item. At least not for Office 2003. Are you using
an add-in that adds this functionality?

I have this menu item; it is here in OL2003, as it was in earlier
versions 2000 and 97/98. No add-in.

Format has the following menu items:
- Style
- Font
- Paragraph
- Background
- Encoding
- Plain Text
- HTML
- Send Pictures from the Internet

I seem to remember that Encoding was grayed out when I was using Word as
the editor. Never figured out how to enable it, so I quit using Word.
 
It's not greyed out in Outlook 2003 is just isn't there :-)

You can access it while composing by using Tools-> Options-> tab General->
button Web Options...-> tab Encoding
