How to turn on/off WIFI and BT by program? I think it may be use API, but I
do not know which API should be used.

On which device? For iPaqs HP provides APIs to do exactly that.

Yes, HP provides APIs to do this (in a C DLL that you can p/invoke). Go to
their developer zone. Since recently, they request that you pay a fee to get
the appropriate DLLS.
