How to turn off "Blocked" on downloads and attachments?

Almost everything I download from the net is blocked, and I have to
manually go into the file's properties and unblock it.

What setting(s) would cause Windows not to block these files?

I appreciate the information, but what I'm looking for is a way to
modify the Attachment Manager's behavior, or perhaps turn it off
altogether.

Additionally, if you want to unblock all the files that you've
downloaded already, you may use Streams utility (www.sysinternals.com).

I found an entry in the group policy editor for the
Attachment Manager, which includes the item:

Do not preserve zone information in file attachments

The explanation says:

"This policy setting allows you to manage whether Windows
marks file attachments with information about their zone of
origin (i.e. restricted, Internet, intranet, local). This
requires NTFS in order to function correctly, and will fail
without notice on FAT32. By not preserving the zone
information Windows cannot make proper risk assessments.

If you enable this policy setting Windows does not mark file
attachments with their zone information.

If you disable this policy setting Windows marks file
attachments with their zone information.

If you do not configure this policy setting Windows marks
file attachments with their zone information."

Does that sound like it might turn this whole thing off?
