how to stop vertical scroll from mouse changing the magnification

When I try to scroll using the mouse, it changes the magnification, instead
of scrolling down the spreadsheet? How do I avoid this bizarre default
behaviour?

Tools/Options/General Tab

Ensure that Zoom on Roll with intellimouse is not checked
