How to stop OL from automatically sending E-mail?

Using WinME; OL98
When on the network at the office or home, and the
Tools/Services/Properties/Connection is on LAN,
how can I stop OL from automatically sending email until I manually tell it
to send by clicking on SEND AND RECEIVE?
 
In Outlook, click Tools, Options, Mail Setup tab,
Send/Receive. set it up the way you like.
 
Thanks, but in OL98 there is no "Mail Setup tab," nor have I found an option
under any tab to NOT send email unless manually commanded to do so by
clicking on the SEND AND RECEIVE button. I assume that even with OL98,
Microsoft allowed for the option to do NOT automatically send email when
connected via LAN. So I'm still hoping that someone knows how to do achieve
this.
 
Tools->Options->Mail Delivery Tab (depends on the mode of Outlook 98 -
Internet Mail Only or Corporate or Workgroup - check Help-About-second line
should say). Uncheck send immediately and the automatic polling interval.

Using Corporate or Workgroup mode. I don't recall why I chose that option
over Internet Mail Only, but I do recall that it was to make use of
functions not available with internet Mail Only.

Nope, no Mail Delivery Tab. My only options are these:

1. Tools>Options>Preferences>E-mail Options>Advanced E-mail Options. Under
the last tab, the only boxes to be checked for sending e-mail are for
setting importance and sensitivity, nothing for automatic or manual send of
email.

2. Tools>Options>Preferences>E-mail Options>Mail Services, to choose the
profile to be used.

3. Tools>Options>Preferences>E-mail Options>Mail Format. Here, there are
only questions for plain or rich text, or which signature to use.
