How to stop a networked pc from accessing the network

We're running an exclusive Vista-ed PC network. I would like to stop users
from being able to just plug in their laptop and gain full access to our
network.

How can I control access that way ?

We use managed switches on our network and each port is setup for only one
MAC address.
If you plug something into any port on our network it will not work until
the IT department allows that device to attach to the network.

network of 5 users?

Well a 5 user network is a little small for this sort of thing but try
something like:

This solution may be more then you want to spend but its up to you.
Seems with only 5 users you could keep track of what people are doing.
